For those like me in the "In Process" status and stuck at security check, which no one knows how long it might take. I read this in another thread or website in regards to this topic:
"Anyone in this sort of situation DOES have an option:
if you are really fed up with waiting and have been doing so for a significant period of time, you can "force" the visa post to make a decision (mind you, it may not be a decision you want) by filing a Mandamus application with the Federal Court in Canada. There's extensive case law from Federal Court confirming that the explanation "security checks are pending" cannot be used indefinitely by CIC and there must be some finality to the process.
In many cases, upon filing of such Mandamus application, once CIC learns of it through DOJ, suddenly there's "renewed activity" on the file and, by the time the Federal Court hearing takes place, the matter has been finalized. In other words, even if you don't get to the hearing, the filing of the Mandamus application itself can speed up the process and therefore it can be used as a strategic tool to that end.
Should the Federal Court application prove successful and a Mandamus order be issued, if the matter hasn't been already settled prior to the hearing, the Court would give the visa post approx. 2-3 months to make a decision.
