You don't need to re-submit ur PCC if u haven't been to the country (they are asking for) and stayed there for 6 months or more. Since u have already asked for the PCC from the country, in the mean while send them a letter explaining this and see if you get lucky.

I dont know about Ottawa but i know NYC takes 30 days.

There are three border crossings. I would say, go to the border control website to see the delays and then decide to go. If traveling in the night, pls go to the Peace Border.
 
I think CIC decided to delay processing our files because we would take too much of their time. The goal of Jason Kenney and CIC is to reduce the backlog. so they gave PR to people whose applications were "more straight forward" and put us on hold.
If I was not flagged for extra BG checks I would have received my PR a year ago. There is nothing I can do now but wait....My CSQ will expire this Nov. I don't know if I will get the PR this year. this is how bad the situation is. I should think as if I have applied for immigration in Dec. 2012 and not Dec. 2010. that's all.

26 months :o is unbelievable... they just send me this email after I redid my medicals and if this means that they have just started my BG checks this is 24 months my application was filed :(

that is not correct. my case is very simple. I graduate from high school then came to canada study, then I graduated, find a job , then got PNP. Single. never married. Only been US once. Never been other countries. How simply my case is. but till now , i have not got any update. CIC does not even look at my case once after I got my medical.
Jason Kenney and CIC did not work hard or even hire more officers to reduce backlog, they just cut off some amount of the applications.

I asked for GCMS once last Sep and only medical passed. I redid medical (including my wife and daughter) and fingerprint this Feb. Ecase showed "Medical have been received" after two moreweeks, I got the passport request. I never talked to the MP.
