I'm waiting for my PR card and need to go to India. I have an indian passport as well.
So, do i still need to apply for travel documents? How long does it take?
and where do i go to fill out the forms?

I need to leave Canada and I do not have a PR card. Can I later return to Canada without a PR card?

If you plan to return in a non-private vehicle, such as a plane or bus
If you plan to return to Canada in a commercial vehicle — such as a plane, train, boat or bus — you must apply for a travel document for permanent residents at a Canadian visa office abroad before returning to Canada. The travel document (http://www.cic.gc.ca/english/information/applications/travel.asp) is only valid for one entry.

See a list of visa offices outside Canada.

Thanks. Only thing is it doesn't mention how long the process is.
I need to go in 2 weeks.

If you apply in India - 10 working days http://www.canadainternational.gc.ca/india-inde/visas/processing-traitement.aspx?view=d

i did this process few weeks back... tell you what NDVO are really good in doing things fast... i went only for a week and i took a risk of submitting the application in VFS office on friday and got my travel document issued on wednesday...if you see the delay might be from VFS not from CIC office for sure..

i attached photocopy of my COPR, (days required - for me it was straight forward as you put in 15days post lnading) all your work experience etc should be post your landing only..read the form carefully and fill...application form is little different, you need family information form but as per website it wont be there...but VFS requires it.
since i am from quebec program i attched my CSQ, if you are through any provincial program a copy of that certificate will be good, attached my employment letter, utility bill or lease agreement if u have any., return ticket and a covering letter...fees of CAD - 50$...NDVO will be spot on in sending back the passport in 3-4working days..

hth

so should i get my ticket and sent a photocopy?
i'm not sure if i should get my ticket first becuz what
if they take a long time

its upto you...if your case if straight forward and u recently landed and you have job and house lease etc in canada..i dont see anything thats gonna delay your problem.. even if they delay i wouldn bother to spend 200-250$ on rescheduling the ticket.

if you see my timeline i landed in india on 7th december, submitted the application on 7th dec to vfs office and i got it back on 14th Dec (CIC processed it on 12th dec itself) i flew back on 16th december.

I would be surprised if you don't get your notes by the end of the week.

There is one thing though that I think is hard to find out from the notes. I don't know how we can figure out from the GCMS notes if an officer has been assigned to our case. I think one reason for this crazy delay is that there are no officers available to assign to us. I think Ottawa gives a lower priority to the transferred applications and is focused to process other applications within the promised months.

I think asking an MP to make an inquiry about our case is a good option, also. I urge all people to talk to the MP of their own district and ask them to make an inquiry on their case. We don't want to be forgotten. This would put pressure on CIC to get on with our cases. If we had sat idle and done nothing CIC might had just returned our applications to us just like they did to the people who applied before 2008 when they were perceived as "backlog".
