Have you replied on the same e-mail thread and got an acknowledgement (auto e-mail) before? Attach your responded e-mail and send them again. Also its good to be diplomatic, remind them you already have sent it and ask them if they need anything else. Until you get hold of Ottawa give it a try with CIC. Also I have a hunch you may need some sort of document as a verification in addition to the information. I am not sure, you can include this in your inquiry if you like.

I don't think so, 2011 applicants processing time are completely messed up.
