Is it possible if I sponsor my brother as a tourist here in Canada or just a Parents?
 
You can sponsor your brother and parents as tourists. However I believe you can only sponsor your brother as an immigrant if he is under 18
 
You can sponsor anybody as a tourist, family, friends etc. You would have to show funds and state that you take responsibility for them during their visit.

As an immigrant, a brother under 18 can only be sponsored if he is orphaned but a minor brother could be sponsored as an immigrant along with the parents as a family unit. However, parents sponsorship is currently on hold.
 
Hi Leon! Why is it on hold? I was planning to sponsor my mother as a tourist visa only she is now preparing all the requirements and she is planning to pass it on by sept first week so if the sponsor is hold do you have any idea when the immigration can accept all the applicants for tourist visa?

Only parents immigrant sponsorship is on hold.

Tourist sponsorship is not on hold.

If you want to apply for a super visa, there are more requirements like income etc. Do you meet those requirements? If you do, you can apply for a super visa. Your brother of course is not a parent and can only get a regular visit visa.

How long do they want to visit? One of the advantages of a super visa is that the parent can visit for a long time, up to 2 years while a regular visit visa limits the visit to 6 months. If your mother is planning to stay for 6 months or less, a regular visit visa will be fine. You might want to apply for a multiple entry visa valid for several years so you don't have to apply again every time she wants to visit.
 
I see! Is it legal or illegal if you are holding a tourist visa only but you found employer who's willing to process your papers so that you can get working permit here?
 
It is not illegal but if somebody was planning that, they should not say that to immigration as they enter Canada because immigration may believe that they will overstay. As a visitor, you will have to leave Canada in order to apply for a work permit. You can do this by flagpoling at the US border if you are visa exempt to Canada. In some cases, persons who have a multiple entry visa to Canada have been granted a work permit at the border too. As a visitor, you would not be allowed to work even if your papers are being processed. You must wait until you have your work permit.

There is no specific right for you to get a visit visa for your family even if you are a PR for years but you can attempt to write a letter inviting them, stating that you will take care of their expenses, showing your funds or income in order to do that and they should show funds, they should show ties to home country, purpose of visit, how long they will stay, why they must return back home etc. If immigration finds that they are not a risk to overstay and they have enough funds to not have to work illegally while they are in Canada, they can be approved for a visit visa.
 
Hi Leon I have a question I wanted to apply my Parents as a tourist visa only. Do I need to get them a Insurance and are they really need to undergo for a medical or is that optional. They want to stay here for 6 mos only because my Father is still working in Libya and he just want to visit me here together with my mom. Do I really need to buy them a ticket round trip before I submit their application to visa office? Can you help me and any suggestions would be very helpfull. Thanks in advance!
 
They only need to undergo a medical if they are applying for a super visa. No - you don't have to buy a ticket fore you submit their application. They can apply without an airline ticket.

Your parents don't have to have bought tickets yet and they don't have to have insurance as they are not applying for a super visa. However, it would be advisable for them to get travel insurance for their trip.

You would have the option of applying for a single entry or multiple entry visa. A multiple entry visa can be valid for up to 10 years so they can visit you as often as they want while it is valid. However, the rule of thumb is that they should not stay in Canada longer than they stay at home so maximum 6 months a year and each visit should be 6 months or less.
 
So if they approved for visa thats the time that I will get them a travel insurance before they will come here in Canada?
