I have the examples contradicting the claim.
My first cousin NOC 4131 in Medical college got the visa in Jan 11 from Islamabad office.
Her friend a pharmacist (Still a high demand occupation in Canada) has still not received medical.
They applied together in May 2009.
There are so many reasons beyond your control that can delay your case.
FOR EXAMPLE
It depends upon your background. If you have lived a too many places the background checks may take more time. RCMP is responsible for background immigration checks in Pakistan and they have a staff of only 2 employees for this job.

BE SURE THAT
1- VISA OFFICE WILL VERIFY EVERY PAPER YOU HAVE SENT THEM TO ITS SOURCE BEFORE THE MEDICAL
2- THEY WILL CONDUCT SECURITY AND BACKGROUND CHECKS FROM EVERY ADDRESS YOU HAVE LIVED IN AFTER THE AGE OF 18.
More addresses means more checks and more delays which are beyond our control. So I think NOC has nothing to do with the delays.

In some visa offices they do not follow any order. Most of them process according to the NOCs. I posted my application in June and my friend posted hers in august, but because she is a social work her application has been processed before mine. I am still on the queue because i am 4131.

So it depends on the visa office.

Background checks involves checking authenticity of your documents and convincing themselves that your work experience and education levels claimed are genuine, so I am unsure why the number of addresses you have lived at will affect this?

As for the security checks, AFAIK it is the number of countries, rather than the number of individual addresses, which will affect how long this will take to do. The police certificate is provided to ensure there have been no arrests, convictions or cautions at all the addresses stated (for UK police certificates this is the last 5 years, it may differ in other countries).

Luckily its the case in every app....please read OP6...it says the VO can reach a selection decision based on the paper review of all docs provided.....only any doubts make them check to confirm their credibility...otherwise these people are trained and experiences enough to make a 95% correct decision about one's credibility...(this is only related to work exp/edu docs)----background crminal checks are done in every case............

Please be advised to understand the working pattern on processing of FSW applications. The 'PROCESSING HOLD ON' can be applied on any stage of application processing.

I will also suggest respected forum members to avoid sending e-mails to Honourable CIC Minister/Higher Authority because you are just marking your file unnecessarily by doing so which may lead your file to be reviewd more carefully along with furtherence details.

CIC aims to look after all the permanent residents of Canada in a better way so that majority of them can start their employments in Canada within the 6 months of their landing but allowing more than 3 thousand people to enter Canada under 1 or 2 NOCs (such as 4131- College and Other Vocational Instructors/0213- Computer and Information Systems Managers) in one year is not good for Canada's economy as well as prospective immigrants.

Pre-June 26 2010 applicants who applied under NOCs 4131 and 0213 ALREADY meet the ministerial instructions at the time they applied, and are eligible for processing (provided of course they passed all other relevant criteria). If there has been a new set of ministerial instructions contradicting this and putting these NOCs on hold, why has this not been published by CIC? ANYWHERE? And why are you YET AGAIN unable or unwilling to show a source for this information?

Ladies and gentlemen I would once again strongly advise NOT listening to anything Nectar has to say. All his ramblings achieve are to scare applicants (especially those who applied under NOCs 4131 and 0213) without any substance to his claims.

Please stop talking sh*t and stick to facts, NOT FICTION, Mr Nectar.

If I were in your shoes, I wouldn't be against Nectar that much for only one reason which is everybody now in this forum know your point of view against Nectar, so I wouldn't waste my time just to post things against people and let others waste their time too to read your post. Don't please forget it's a discussion forum to achieve our goal to Canada NOT to fight others on their contribution. Moreover, you SHOULD respect how others are waiting for news from Nectar. +1 should be given to people posting useful information, not to people saying their opinion against other ( whether words were good or bad).
Final note, make sure that I'm not with Nectar against you or with you against Nectar BUT I'm completely against wasting others time reading your repetitive words on this man. I will be more than happy to further discuss this with you

THEY HOLD ALL PERMANENT RESIDENCE APPLICATION PROCESSING. THEY GIVING PRIORITY TEMPORARY WORK PERMIT. EVERYBODY CAN SEE CIC WEB SITE NEWS REGARDING TEMPORARY WORKER. THEY ARE GIVING 4YEARS WORK PERMIT FOR TEMPORARY WORKER FROM 1 APRIL, 2011 TO 1 APRIL 2015. SO EVERYBODY CAN UNDERSTAND THEY ARE LESS INTERESTED FOR PR APPLICATION. NECTER IS RIGHT. IT TAKES MAY BE LONG TIME.

Nectar is not posting useful information. He is scare-mongering with baseless stories that he can never substantiate. But he treats them like they are 100% fact, and a whole bunch of 4131 and 0213 NOC applicants are now very stressed and concerned because of it. Yet how can they validate what Nectar is telling them if he will not tell them where he gets this information from? You say that others should be free to waste their time reading his stories if they want, yet you seem to feel that I must stop posting because you don't want to continue to waste your time reading my "repetitive words". How hypocritical.

If you don't want to read my "repetitive words", then stop reading.

But until Nectar can substantiate any of the balony he spouts he will continue to meet a great deal of resistance from me, and also a good number of other applicants who are fed up with him. I made a post linking a horde of people who were insisting that Nectar show the source of his information - it seems all Nectar's little worshippers got together and got the admins to delete the thread. What were they afraid of exactly, that we might expose Nectar is a fraud?

Anyway, thank you for your concern and advice as to what you would do in my shoes. However, you are not in my shoes, and nor is anyone else.

Ok, I do respect your reply but I just like to ask you two questions and please answer me logically:

1. Can you stop him from posting what he wants to say? The logic says NO, you can't even if you keep wasting your time and others as well.

2. If you don't like what he is posting, why don't you stop reading that. Instead of posting again and wait for his reply, and tell me stop reading your posts. I think it will be easier for everybody to just stop reading what Nectar is say instead of stop reading yours and his posts ( a dialogue kind)

I would repeat what I said before, I'm not with him nor with you, I'm with the fact that this forum is open to anybody to say anything, it's not for what you want others to say :)

It's not nice to say hypocritical, as Im very polite with you and with the words I'm saying so please be as much as critical with your self and always put the above questions in your mind.
