BOWP - September 2015 Applicants

Hi ,
I am October 2014 CEC applicant and my Post-Graduate work permit is expiring soon. So, I am going to apply for BOWP but I have some doubts.

1. Which option should I choose : Work Permit with same employer or Temporary Resident Permit ? (I had checked "An initial work permit or a work permit with a new employer")
2. The original purpose for coming into canada : Study or Work ? (I came to canada as student, but my current status is Worker) ["Study" since you came as a student]

On myCIC account in the "View My Submitted Applications or Profiles" page where all the applied applications are shown, I see the status of my work permit as Approved, but when I go click on the application it still says Open. Does it mean approved?

Yes it is Indeed. Check the status tomorrow and you will have a confirmation document with the dates.

guys, so now you can definitely apply BOWP after submitting e-APR, and then you have implied status.

am I correct?

I spoke to agent today. She said my BOWP is still in progress and she added a note on my file that processing times are exceeded.

So, now I am confused if I should say Yes or No for question:
Have you been issued a certificate under Provincial Nomination Program ?

Can someone please help me to answer this question ?

AOR: Jan 13, 15
MR: Feb 11, 16 (thanks god)
MR done: Feb 16, 16
MR received: Feb 22, 16 (3rd line updated)
2nd BOWP approved by email: Feb 22, 16 (yes, they are waiting for my MR results for BOWP)
received by paper BOWP mail today: Feb 26, 16 (thought it would take longer)
