If it is approved, you will receive your work permit in mail. If it is refused, you will receive an email from "CPC Communication".

I don't understand why your BOWP would be refused with AOR in place, unless there are something else you did't say here?
Who is your local MP? Which election area in Alberta do you have? I want to make sure I don't have the same local MP.

Its Jason Kenney. The assistant did not let me meet him and told me that he takes care of such cases but when I went to see him he was rude as hell and bluntly told me that you should leave canada and stop stealing the jobs of canadians. Now I am not sure if he would ding the system for my enquiry or not. He said he would do so.
I am very stressed and cant figure out what to do in such situation. I have seen a lawyer but the option he gives me is either I re-apply for BOWP or apply for Employer driven closed work permit (Which in current situation is very difficult).

All advices would be appreciated.

I was __ <-- this close to post in my original reply "Is Jason Kenney your local MP, coz from your description it surely sounded like him". I was thinking that you can't be serious, but who else could he be??

TBH if I were to confront Jason or his assistant, I'd just yell at his face: You are a highly ignorant and racist individual and a disgrace to this country. He shouldn't be intimidating to anyone. If in any likelihood JK becomes the next PM after JT, I'd try everything I can to move to the US.

BTW I am just a few communities west of yours and my local MP is Stephen Harper. Not sure if he would wear the same pants which Jason does. I applied BOWP with AOR in September, haven't get new WP yet.

I assume employer-driven WP requires LMIA which is hard to get. Certainly re-apply to BOWP and I think it would be worth the effort to find out why your BOWP can not get approved with AOR. It is a surprise to me that AOR couldn't qualify BOWP and it's not what CIC website says. Did CIC give you a specific reason for not accepting AOR? When you find out this you have a greater chance to get re-apply BOWP.
 
seems process is slow again now a days. I got Updated email 3 weeks ago but no progress yet

I looked at their website yesterday and they changed the rules for BOWP. THey updated their website yesterday but implemented the rule on my application. According to this new rule I must have eligibility passed AND AOR received. I submitted my application on Aug 20, 2015 but I gues that does not matter cause they looked at my application according to the new law.

This is quite a large change! You're right, according to the website we now need to have eligibility passed AND AOR received. I applied online on Aug 29, 2015 and I haven't heard anything back from CIC yet.

I looked at it too. it DOES say only AOR is not good enough, in addition to AOR they need Eligibility passed. I don't think it was the rule a few months ago in September.
My GCMS notes has Eligibility empty for the last 8 months.
Looking at your case, I am afraid this new rule may not get my BOWP approved either.
I called the call centre to verify these, it was a very arrogant, impatient, French or Arabic accent agent lady picked up, and quickly dismissed my questions on "eligibility passed" for BOWP, and refused to comment on "will 2014 CEC and PNP applicants get BOWP".
 
I'm currently on hold with the call centre, hopefully I can get an agent that will answer some questions.

It seems a bit ridiculous that it's taking well over a year to get a positive eligibility assessment in GCMS, and this assessment is now required for a bridging permit?

I had spoke with a few helpful and polite agents in the past. Most of them are good. We usually can tell if an agent is bad soon after he/she picks up our call.
CIC should have been very well knowing a lot of applicants don't have eligibility started. Can't help to think CIC added new rule to kick people out, and eventually not to process applications since they are already out. An easy way to clear 2014 backlogs and a devious way of eliminating backlog applications.

I applied paper-based on Aug 20 but they implemented the new rule on me. I just came back from my lawyer and he told me that he will file for case review with the CIC Case review centre and tell them that when the applicant applied, the rules were different and we fulfilled the rules of that time. I dont know what is going to happen but for now I have to get some kind of application filed so that I can get implied status. I dont know how my employer is going to react to my request to submit employer compliance fees.
