looks like they updated this page yesterday, They are asking only for AOR for the pre EE applicants(refer to the supporting documents part)
So may be we can stay positive about the bowp

Yes you can apply, if you provide all required documents on the ckecklist. But if eligibility was not set to pass they can refuse you !!
I don't mean to scare anyone, but the new rule was introduced on December 1st. So it's too early to tell. I would still be worried until someone submitted the request after Dec 1st and get the BOWP with the FN only. I think that will be after April 2016. Sir, It is me who got refused. Not only once but they refused the review as well stating that I have not passed the eligibility. To answer my question on the rules, they also included in their letter the new rule. I had made the same arguement that when I applied I met all the requirements but they responded by saying that the rule is that you have AOR AND Eligibility set to passed. I contacted a lawyer and he again has written a letter stating the same reason and asked for a review. He has not received a response yet but he is also not very positive. He has experienced CIC saying that we can change the rule at any time and for any applicants.adaytoremember said:I just got off the phone with the call centre again. This is ecxactly what has happened. They updated their website with the new rules on Dec 1 but my refusal was made on Nov 23, 2015. That means that their systems showed them these new rules and not the previous ones when they looked at my application. THey also refused my review appeal on Nov 30, which is still before Dec 30. I sent them a copy of the old rules with my review request but they said these are not the rules.zareef said:We don't know when this new rule came into effect. This page has been last updated yesterday, but, as the notes at the top says, "this section contains policy, procedures and guidance used by CIC staff." It is not for us; might be that the rules already changed quite a while ago and the guides for the staff are being updated to assist them in processing the applications correctly.

Does not matter if it is first application or second. All they look at is the screen in front of them that shows them what rules they have in place. If you are a AINP, then rules are that you must have your Eligibility set to pass. However, its not the case for CEC applicant, AOR is just fine. Lawyer has confirmed this with CIC officials.

I mistakenly included my daughter's name in my application (Who is already a canadian citizen), so they put my file for review and it sat there for the longest time. I did my medicals and paid rprf.
