But anyway. If applications have been declined for not enclosing the AOR it's better to be safe.

First, do not count on visa officers to do "favors" because they are not obligated to. If you read many appeal cases, this is often the first line of defense they use.
For those that apply without the AOR, always call the CIC call centre when you eventually get your AOR and give them the information/your file number. Get the agent's name and politely ask him/her if they can send you an email confirmation(give your email address) of it or about the nature of your call.

You can also email the AOR to the visa office(with your name, client ID, data of birth, etc) or fax it(if you find the contact info).
I spoke to 2 agents who refused to add AOR information in my BOWP application which I submitted earlier without AOR. They confirmed that there is no way to add any information on wp file. So only re-applying another BOWP app was the option.

I wouldn't take their word for it. People on this forum have applied for work permits without their LMO. When the LMO was approved, they called CIC call centre and provided the confirmation number. Their work permits were later approved. How did those other agents do it?

When you call, don't go into any long story. Just say you applied for a BOWP, have received your acknowledgment of receipt and would like to have this information included on your BOWP application/file.

Exactly! If you applying online and need to scan and upload documents, one should consider including a copy of the AOR and adding it to the checklist as a document enclosed.

And for those of us who applied by mail? I assume the same conditions apply. My explanation letter requested simply that they verify a positive eligibility assessment in the way prescribed by the operational bulletin. So it's going to be a tense wait.
