Whatever you do, tell them the truth. If they find you are lying they will be hard to deal with and in the worst case, they could ban you from entering Canada for 2 years. I would tell them you are planning to come up and work on the paperwork with your fiancé. Have a copy of the receipt showing that you paid the application fees. This is good proof that you are serious about going through the proper process. They may stamp your passport, but if they think you will be asking for an extension, they will probably issue a "Visitor Record" which is a piece of paper that goes into your passport. You should have proof that you can support your self during your stay or a letter from your fiancé saying that he will support your during your stay, that you will be staying at his place, etc.

I don't think that they are allowed to issue a 1 year Visitor Record at the border on an initial visit to Canada -- only 6 months maximum. It's possible to get a 1 year extension. I think we've received 3 of those.
