Birth Certificates for people born in 1970-80's

During 1970-80's there were hardly any birth certificates which were issued. In an absence of birth certificate, will a Xth CBSE Passing Certificate act as a Birth Certificate? These passing certificates use to have only father name (and most of time it also used to be initials).

Does CIC accept it in lieu of Birth Certificate?

An affidavit declaring your date of birth would be enough which must be signed and stamped by a Notary Advocate. This affidavit must be declared by your father if you are the applicant.
