I am the sponsor in Canada, I am Sponsoring my wife which lives in Costa Rica, Outland, and I just want to know if my wife needs to provide photocopies of her passport? birth certificate? and do I also have to provide this? and if so, would her birth certificate have to be translated? thanks.

This is all in the instructions and checklists. Make sure as you're reading everything you really go through it with a fine-toothed comb.

You need both passport and birth certificate copies for both sponsor and applicant, as per the regional guide for latin america. Anything not in English or French needs to be accompanied by a translation.
