Currently yes biometrics are required, although it is not possible to actually get them taken right now. I'm hoping they extend the exception they have given temporary resident applications to inland PR too.are we required to give biomtrics? CEC inland, for express entry

No need for an account. If you got an email called BIL there is a personalized appointment number you can type in when you book on the website.Do we have to create service Canada account to make an appointment for biometric or we login through by cra account??? One of my friend's PR got approve before 2 weeks, he said he never went to Service Canada, He went to RCMP to give fingerprints.
