I'm in a similar situation. My mother received BIL but my father hasn't yet. Could you please let me know if your father has received BIL? How long did it take after you submitted the application?
I had same situation, got BIL for my mom on same day I applied but not for my Dad. Have raised several webforms, and received his BIL today, after 20 days. May be web form helped but not sure.
