If you could find a specific rule that is applicable to the current situation, i'd really appreciate it. Chapter 7 is about time allocation for the debate on a bill; technically, they are debating an amendment to the bill so I'm not sure that it can be used here. Even if it can be used - it looks like it requires a lot of effort to put it through...

Anyway, I'm not a senator, so I cannot claim the full knowledge of the rules and procedures; and at the end of a day, you might be right and I'm wrong :)
