This will be a vote on the amendment. Then they will vote on the bill. Then sent back to HoC for another vote in parliament. It is moving along quite nicely this year. Hope the momentum keeps up.

C-6 is fine it should pass, but do not agree with the reduction of residence requirement form 4 to 3, It gives fraudsters easy way out! for anyone else it does not matter if you want to live here. Miss you Stephen Harper.

(f)in clause 27, on page 9, by adding after line 9 the following:
“(3.1) Subsections 3(2) to (4), subsections 4(1) and (3) and section 5.1 come into force one year after the day on which this Act receives royal assent or on any earlier day or days that may be fixed by order of the Governor in Council.”.

Is it mean that 3/5 rule will take one year to implement?

Not as quite cut and dried like that. More like "can take up to 1 year to implement 3/5 rule". It doesn't prevent CIC from implementing 3/5 rule sooner than 1 year.

The quoted provision has nothing at all to do with the provisions changing the presence requirement to a 3/5 rule (only has to do with changes to procedures for revoking citizenship, and of course only if the respective amendments are adopted).

Since there is no such limitation for the coming into force of the 3/5 rule, that means technically if the Governor in Council does not order the 3/5 rule to take effect in a year or less, it will take longer than a year (from the date of Royal Assent). This, however, is highly unlikely.

Now that those tweets have been published, the only question I'm asking myself is this:
If Senator Jaffer thinks they will vote on the amendments today and then the whole bill next week (and therefore being completely done by April 7th), why is she still talking about JUNE... I'm not sure to understand. Is there someone who understands it better than I do? dpenabill, marcher, spyfy?
