My humble opinion after Quebec city attack, the lunatics my start not connecting terrorism to a specific race, religion or dual citizen

That robotics topic is not even a bill, just a study, while there are so many bills pending, they are so enthusiastic to study the new science & technology.

Also why this bill is not reviewed by Human Rights Committee which is more appropriate? No wonder C-24 left so many human rights holes. In Britain, all immigration related bills are reviewed by Human Rights Committee because immigrants are very vulnerable group that their rights can often be violated by the government and society and it's upper house's responsibility to finally scrutinize them.

It's laughable that this bill is mixed with some things like robotics in the committee, I wonder what's the committee members' expertise makes them can understand all these variety of topics?

why is this a surprise? The robotics discussion is not controversial, and most likely will end up nowhere, that's the kind of work they like most, which shows they are doing something without pissing off anybody from opposition parties.

Revised Mandate for Minister Hussen:

- Ensure the effective implementation of Canada’s increased annual immigration levels.
- Working with the provinces and territories, ensure a renewed focus on the delivery of high-quality settlement services to ensure the successful arrival of new Canadians. This will require a rigorous approach to data in order to accurately measure outcomes.
- Following our government-wide efforts to resettle more than 39,000 Syrian refugees as of January 2017, continue to welcome refugees from Syria and elsewhere, and work with provinces and territories, service provider organizations, and communities to ensure refugees are integrating successfully into Canada to become participating members of society.
- Work on reducing application processing times, on improving the department’s service delivery and client services to make it timelier and less complicated, and on enhancing system efficiency including the asylum system.
- Continue to work with the Minister of Justice and the Minister of Public Safety and Emergency Preparedness towards the adoption of Bill C-6 which would repeal provisions in the Citizenship Act that give the government the right to strip citizenship from dual nationals.
- Conduct a review of the visa policy framework, including its application to the transit of passengers through Canada, in a way that promotes economic growth while ensuring program integrity.
- Work in collaboration with the Minister of Indigenous and Northern Affairs to make changes to the Oath of Canadian Citizenship to reflect the Truth and Reconciliation’s Calls to Action.
- Work with the Minister of Employment, Workforce Development and Labour to improve the temporary foreign worker program so it meets the needs of Canadian workers and employers.

Compare to the last year's Mandate for Minister McCallum:

- Work with the Minister of Justice and the Minister of Public Safety and Emergency Preparedness to repeal provisions in the Citizenship Act that give the government the right to strip citizenship from dual nationals.
- Eliminate regulations that remove the credit given to international students for half of the time that they spend in Canada and regulations that require new citizens to sign a declaration that they intend to reside in Canada


So that's the only thing they care about C-6, others were removed in the revised mandate. They already planned to give up other clauses (residency requirements, intend to reside, language requirements), I guess in exchange of keeping the stripping citizenship clause with oppositions if compromise is required.

IF, IF, that's what they're doing, then it would be a HUGE scandal.
It would mean that they put Maryam Monsef's well-being before ALL OF US.
It would be against all the philosophies the liberal party has been promoting so loudly for so long.
I'll wait & see. I don't think that they're planning on changing C-6 so radically.

Just to answer your question about why this bill is not passed on to the Human Rights Committee; the reason is because 'immigration' falls under the Standing Committee on Social Affairs, Science and Technology's mandate.

Monsieur Bletard ... I know you are one of the reasonable ones here. Do not let the process of this Bill and whining of others blind you. This is how the public sector and bureaucracy works, probably in every country on the planet. Unless there is a majority representation within all the Houses, and urgency of the party in power to push a legislation through, then the norm is this long process we are witnessing. We know Liberals do not consider this a priority, nor do they have the majority needed to rush anything through. Will Bill C-6 be approved? Of course! With amendments? Maybe and maybe not. When? I would not make any plans until it is passed, as it could be law within 6 months, or even be dragged on for about 2 years. I think its timing is no longer significant since most of those impacted directly by C24 will qualify within this year, so the major concern now is we all need C6 to eliminate this second category citizenship that Harper invented. At the meantime, enjoy some of the chocolate, fries, and waffles your fellow citizens make, Belgium makes the best :)

Immigration should not be in the same category as robotics, sickle cell or food and drugs. It's not Science & Technology, or "Social Affairs" like welfare or health.

It's about Human Rights, people who invest their whole life and expect to be respected and protected. They would rather review prisoners related bills in Human Rights Committee. So Senate thinks prisoners deserve better respect and rights than immigrants.
