I have however one question. What have they planned for backlog. There will be so many file that will re-open. It is so scary.

I really hope ALL the new forms have some form of validation, scannable coded forms so that data entry is quick and remove chance of errors in file creation. Its pathetic how the forms are still not digitized in 2017.
(Sort of like how IMM0008 is)

The forms, procedures, and manuals wouldn't (and shouldn't ) take much time to update, especially since C-6 has been going on for almost 2 years, it is not like they just find out about C-6 overnight and have no idea what to do with it .... besides, if they WANT to do it they can even do it right away, just like two years ago when they decided to bring in tons of refugees in a short amount of time, when they clearly were not ready with needed resources , but they did it anyway

This looks too good to be true...

It will receive royal assent, likely today. Then there will be an entry in the gazette saying which dates each clause becomes effective on.
