2. CIC is already receiving enhanced budget since last year i think to the tune of $26mil..think read somewhere to hire more folks so fair to assume that times will not increase to a larger extent.
The extra budget was for getting more new refugees and immigrants faster, not for citizenship processing. Actually the citizenship business of CIC is the lowest priority and least important of all. Here is the budget and resources planning for the citizenship processing in the next few years, they are actually decreasing.

  • Introduce and implement amendments to the Citizenship Act to remove the Government’s ability to revoke the citizenship of dual nationals on national interest grounds, to restore credit for time spent as a foreign student or other temporary resident for those applying for citizenship, and to eliminate the requirement for new citizens to declare that they intend to reside in Canada.
  • Work to reduce application processing times for citizenship and adhere to the 12-month processing service standard (for applications received after April 1, 2015). This will be achieved by managing the flow of applications to capitalize on where network capacity is available, as well as by exploring efficiencies from modernization initiatives to improve processing times.
  • Continue to make improvements to the efficiency and effectiveness of the Citizenship Program, to enhance efforts to promote awareness of the values of Canadian citizenship, and protect the integrity of the citizenship process.
  • In preparation for Canada 150, to be celebrated in 2017, update the citizenship study guide, Discover Canada: The Rights and Responsibilities of Citizenship, and develop material to help citizenship applicants better prepare for the citizenship knowledge test.
Despite of saying so, if you look at the actual Performance Measurement, CIC put "TBC based on operational capacity" for processing citizenship applications. They are not promising anything about processing time.

They were also planning to update "Discover Canada" this year, so far nothing is done.

Anyone would be foolish to believe CIC about what they plan to achieve.

see this is what i call speculation..give me one good reason why a government department like CIC have an agenda of it's own to care or not care about would-be-citizens..ADM of the the department reports to the concerned deputy minister or minister..ultimately if the minister orders that times should decrease the department will prepare a note on the same and act to the best of their ability..but to say that CIC doesn't care..well...

I, for a fact, just heard that a Conservative MP together with a CIC employee who hates processing citizenship applications just broke into the vault[*] on Parliament Hill where they keep the originals of bills and stole the copy of C-6 which will now delay the process by another two years!

[*] yes, there is such a vault. A friend of mine who works at a Starbucks close to Parliament Hill told me that a guy who works on Parliament Hill told him that he overheard someone telling someone that in a recent meeting they talked about such a vault.

This has absolutely nothing to do will C-6. Not even remotely.
Not directly, but yes it relates to the challenges the liberals are facing in the HoC - especially given it is the opposition minister for Imm.

The Liberals decried that change, but never tried reversing it in their immigration reform Bill C-6. So the Senate did, sending the amended bill back to the House, where it’ll be under consideration this week.

I hope is true.
Maybe it's true. It's just a journalist guess. However, we all think that bill c6 will be read this week. But the question is whether the senate will have enough time to approve it.

there is still alittle hope, I think there is 13 more sitting on senate before summer break, if c6 pass HOC then...

The deadline for the government to file an appeal Hassouna v. Canada is the coming Saturday. IMO if the government decides not to appeal, Bill C-6 will go much smoother and it should not take long even if it is not discussed in the HoC this week. If the government decides to appeal, it pretty much means that HoC will not accept Senate's amendments and the Bill probably won't pass until the appeal finishes.
So let's see watch the progress of the government's response to the case. We'll at least have an idea of the future of Bill C-6 by this Saturday.

P.S. I should have explained Hassouna v. Canada is the case which Federal Court decided stripping citizenship without hearing is unconstitutional. It is closely related to Senate's first amendment to Bill C-6.

Why do you think that the amendments will be refused by hoc?
The core of the bill wasnt amended

Just two simple clauses were amended
