The extra budget was for getting more new refugees and immigrants faster, not for citizenship processing. Actually the citizenship business of CIC is the lowest priority and least important of all. Here is the budget and resources planning for the citizenship processing in the next few years, they are actually decreasing.

Even without C-6, the processing time has been increasing significantly in recent months as the applicants which were delayed by C-24 became eligible since this year. Anyone should be dreaming to think CIC cares about citizenship processing time.
