I guarantee you ..you will get a headache trying to read the confusing language in the original C-24 Bill (not Lysane's amendment..just to clarify..she's an angel as far as we are concerned and to be treated with the utmost respect...kudos...)

My understanding is they vote on the amendment first, and then on the Bill itself. It also says to that effect in this article:

The Minister's fave organization, the Bar, said that the Bill was nearly incoherent, and that it was in everybody's interest that basic legislative drafting principles are used (they really embarrassed him there, no wonder he hates them now). But then ordinary people would actually be able to understand what is going on here.
FYI, Supreme Court's reviewing time frame is usually about 1.5 - 2 years right now. And that is not counting the lower courts.
When they pressed the delete button on the 300,000 applications in 2012 (submitted in 2008 and before I believe), the people went to the court. The Federal Court dismissed it, and now the case is before the Federal Court of Appeal. If the courts do anything, it might be too late for us to actually count.
