Quick fact is: New residency 4 out of 6 years will come into force middle of 2015. However, from now applications will not go to the CJ instead interview officer will give the decision..
Can you be more clear? Where did you read this provision?

Yep; let's just hope there won't be any "special circumstance" they can leverage to change their minds...
is new law applicable to current Permanent Residence? or they will be processed from old law?
and no student duration will be counted towards citizenship?

Citizenship applicants will need to be physically present in Canada for a total of four out of their last six years. In addition, they will need to be physically present in Canada for 183 days per year for at least four of those six years. These provisions will come into force in approximately a year.
I was writing a RAGE comment but then I saw this. What about the pre-PR time? Does it still count?

Once again, the new provisions come into effect in a year. Until then, the current provisions of residency are in effect...

Ya I need to know this as well! but I think it will apply a year later as well (in case the 4/6 applies a year later) why would they apply the pre-PR time now?

Who knows lol. I fail too see logic in most of their actions so they might just cancel pre-PR now. It's gonna be a disaster for me.

Guys go back to all my comments you will see I already mentioned that .. I said Acts 1977,2008 didn't apply until a year later, and that most likely will be the case now! It never made sense to me the law will apply immediately .. I had concerns though when I saw the bill passing in matter of 3 days .. I said anything is predictable from that government!

pre-PR belongs to the current residency requirement, which is part of the current provisions as well as affected by the new provision coming into force in about a year (as stated). Is pre-PR time separate from the quick fact I highlighted?

CIC website news release this evening..

quick facts #3:
Under the new streamlined decision-making model, citizenship officers will decide all aspects of a citizenship application. Under the old model, obtaining citizenship was a three-step process that involved duplication of work.
