What we can see before summer is, bill may get passed by house before 20th June if Harper regime press hard from here. So this govt. has approx. 40 working days left from now on and has to finish their business and I doubt they can make it happen by then.

Even if the bill get passed by house just before summer session, Senate will pick up the bill from there sometime in Sept. and then Senate will take at least 2 month to pass and to send back to house again for final voting sometime in Oct. House will finally adopt the bill after final voting and will send for royal consent in Nov.

Therefore, Nov or Dec is the month we should be looking the new bill's full or part may come in effect depending on governor general's final approvals and determine the date of effect full or partial of the bill in different dates..

Yes the most debate in parliament will be on 2-3 major changes in bill such as Intended to Stay & Minster power to revoke citizenship clauses...

Bill C-24 is still sitting on 1st reading stage. As I mentioned earlier within 40 or so working days this bill can't be a law (law means CIC website change with new application & requirements). Harper govt is now struggling with bill C-23 fair election on supreme court's intervene which isl on 2nd reading stage introduced before C-24 on 10-02-2014. Harper govt 1st priority is to get this C-23 bill passed by end of this year. However, if we read the Minster's leap as he said Govt. is "hoping" (means- may or may not) to introduce new law end of 2014.

The fair assessment will be, this govt. will actually focus on C-24 only after the C-23 get passed from all houses..

This recommendations by Canadian Bar Association (CBA) are fully justified and hope Harper and his minister Alexander will listen and take in consideration..

let wait and see. it sucks Conservatives trying to create 2 tiers of citizens. i am no worse than those who were born here!!!!!!!!i paid tax, i pay TAX, TAX TAX so they can take home a pay check!

I think Harper and his minister is short of issues to deal with and think for the betterment of Canada. As such, he is now busy with immigration issues and is focused on how to make immigrants 2nd class citizen.. When people has not much constructive work to do, they focus on unnecessary and controversial issues.. He is enjoying his PM status by traveling around the world to show him a new kind of leader. Every day speaks on Putin and other issues while Obama is silent...

Committee has begun studying the bill and i hope the opposition can man up and dont let Conservative to pass the bill easily without removing "intend to reside" clause!!!!!

April 28 Committee Meeting update (description in personal words):

* Big push on Declaration of Intent to Reside from Quebec NDP. Honourable Minister Chris Alexander says the measure is intended for PR's only not for citizens. Once citizen, you can leave the country and move wherever you want.

* Another NDP member asked the Honourable Minister Chris Alexander why he did not push the bill through the second reading if he is concerned of fraudulent loopholes in the system. Honourable Minister Chris Alexander answered by saying he will take the suggestion in consideration and expect the NDP to cooperate in the second reading. (Probably they will push it fast)

At Half-Time, the Honourable Minister Chris Alexander left the meeting.

It is worth watching the April 30 meeting.

i am confused about the process. If the bill has not passed 2nd reading, why is it being studied by the committee? isnt it standard to pass 2nd reading first, then bill will be referred to committee for study? I saw those Conservative MPs' twit that they want to pass the bill quickly but i dun think they can unless they make amendments.

Because of concerns on certain aspects of the bill. Committee is studying the subject matter of the bill.

After this study committee will propose the current or amended bill that will go for second reading and once passed second reading, it will come to committee for details study.

If you listen to first hour of the recording, you will understand what I am saying. It is an exceptional step.
