brother of my wife who is living in alberta wants to apply our AINP family stream immigration. his parents and a sister are already canadian citizens. his annual income is $42000 and he will get a 3 bedrooms house on rent when we reach there. we have 5 children and have sufficients funds in our bank account as per requirement. pls guide me if our alberta relative can sponsor our big family of seven members. thanks

This is what the CIC homepage says:
You can sponsor:

  • parents
  • grandparents
  • brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
  • another relative of any age or relationship but only under specific conditions (see Note below)
  • accompanying relatives of the above (for example, spouse, partner and dependent children)

Note: you can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.
Ergo: Your family can be sponsored only if your wife is her brother's only living relative.

Also, I don't know where you got the figure of having $15000 i his bank account from. According to the LICO (low income cutoff) figures found here (page 71), he would need to make $63174 per annum to sponsor seven people.
 
first of all your brother can sponsor his parents. I don't think he'll have a chance to sponsor you all.

Suggest you read: http://www.albertacanada.com/immigration/immigrate/familystreamfaqs.html re the Alberta Family Stream. As for the OP he/she should read the instructions that changed on 19/09/09 where the applicant (not the sponsor) has to show (in his case) $22,000. There are also changes regarding work experience.
