Hi,
I got my PR this year.I was in Canada for around 3 months and I'm now back in my home country. I'm divorced. I have not added my ex-husband as dependant in my application for PR. I'm planning to get married this year and would like to come together with him. Which is the best possible option for us. I won't be able to apply for his PR when I'm out of Canada right?
 
Correct - you need to be in Canada to sponsor him for PR.

If he can obtain an eTA or TRV then he can come to Canada and you can sponsor him inland. Otherwise you'll need to return to Canada once you are married and sponsor him for PR while he waits for the PR visa to be approved in his home country.
 
Thank you for the reply. He is interested in doing Masters. So after getting married will his visa get approved for study?Should we still have to pay international fees then?

If he is on student visa he will pay international fees but if he waits to be PR he'll pay resident fees plus be eligible to goverment help like student loan.
