being a pr first time landing in canada

my friend amnd family has got their canadian visa and planning to come over ther by october to Regina at saskatchwan.
but their flight is via Toronto where they are landing for the first time.So I hope their immigration process would be done at Toronto airport.In this case my doubt is that whether she and family can travel to the desired province immediately after the immigration.

Their immigration (landing process) will be completed at Toronto airport, basically at the first point of landing in Canada. Then they can immediately travel to their choice of destination. I understand they have a stop over in Toronto and then connecting flight to Regina. They must give the address where they will be staying, for the delivery of their PR card.

If they got PR via a non PNP route e.g. FSW then sure they can move immediatley once landing formalities are completed in Toronto. If it was PNP via Ontario or QSW then things change and you to have land and nominally stay in the relevant province.
