I know the Arar. The Saudi commission for Health Specialities is the licensing authority in KSA (yes you can call it Saudi Council) http://english.scfhs.org.sa/
Yes you can reply, but must have to mention the Saudi council license, if you are BSN then you should have Nurse Specialist license. NOC 3152 says Registered Nurse and you miss to attach your Registration as Nurse where you are working and have more than 5 years’ experience, your current license must be included with your application.

3152 Registered Nurses
This unit group includes registered nurses, nurse practitioners, registered psychiatric nurses and graduates of a nursing program who are awaiting registration (graduate nurses). Employment requirements
•Registered nurses Completion of a university, college or other approved registered nursing program is required.
•Additional academic training or experience is required to specialize in a specific area of nursing.
•A master's or doctoral degree in nursing is usually required for clinical nurse specialists, clinical nurses, nursing consultants and nursingresearchers.
•Registration with a regulatory body is required in all provinces and territories.
•Nurse practitioners A master's degree in nursing, or a nursing program or other advanced nurse practitioner diploma program is required.
