I understand where you guys are coming from. But here are some of my observations:

There are ways to do this, however the other nail is that if you aren't Canadian, your petition will have no weight either.
While I accept the second point but saying that "online petition have no weight and we need physical petition ", you have to look at "We the people" petition in US and although it doesn't have outstanding results, it was able to solve some important problems. And elections being close, I do see these kind of issues making an impact.
After all we want is for process to be more transparent and look for ways to improve it. I am planning to talk to my local MP after this petition is complete and will see if he can raise the issue with responsible authorities. If they can give satisfactory answers then so be it, I don't mind waiting if I know that process is fair.

A good personal example for your self.. How long did it take for your spouse or yourself to obtain the Police Clearance Certificate? at least 30days was it not? (some people are taking months to obtain one)
Imagine having to add more checks and those checks are being requested by a foreign gov. Time to process by one Government's agenda is not the accepted time by another to have it completed. Each Gov and and each department of each gov works on their own time line. The Embassies that process applications not only handle spousal but many other types including walk in help for citizens. I know that from experience Canadian Embassy in Bangkok helped me out before.(yes I am aware that the Embassy in Bangkok does not do spousal its just an example that embassies do more then just apps.
As for the petition, if you are the applicant how does that look trying to petition the very Government that you are trying to get Perm Residence from?

I understand you logic but all we want is to know if it is the checks that are causing the delay or it is the backlog/some conspiracy theory. BTW, police clearance certificate can be easily obtained in India in under a week (not sure how long it take for NDVO to obtain that information). All we want is some clarity.
Also petition is just a request and it is not a legal action so I don't think it looks bad considering we are living in a democratic system.
