I read online that the BC PNP processes semi-skilled applications in about 2-3 months. What if your work permit expires while still waiting for the BC PNP to give you a reply?

Then you have to file an extension as a visitor while waiting for your nomination,You must be in legal statusin Canada to be nominated.If out of status you are not qualified to be nominated.I had 7 cases of people who received their nomination while under visitor status

CIC changed that implied status regulations due to people submitting work permit applications incomplete just to buy time. People who submit their application incomplete and worked during those 2 - 3 months of implied status will get their application refused and would have worked illegally.

So do not submit application incomplete!

Actually what you overlooked in the operations bulletin are there are 2 kinds of refusal,One is when the application is complete and it is rejected you have implied status until the decision is made and an incomplete application in which case the status expires on the document expiry date.The trick is to have a complete application when you file an extension to buy implied status.This topic was discussed extensively on the CAPIC forum or the forum for IRCC members and Immigration lawyers.They try to send in complete applications as to have a good refusal
