I tried emailing BC PNP twice but there was no automated reply or normal reply.. Not even a copy paste reply!!!

Do i must have at least 1 year experience?

Hi.

I have intention applying for BC PNP as well and I have all the documents and support of employer and basically everything with exception of "Copy of Express Entry candidacy from CIC" that must be attached. I guess I must first apply for EE Federal Skilled Worker for which I qualify (IELTS tests S: 8.5, L: 7, W: 6.5, R: 6.5; ECA done /"4 year's bachelor degree"/, around 4 years of experiences) and when I go over the test CIC says that I qualify and then when I complete the profile and submit it, I get "Ineligible" response for the application within the next day and document says that I don't qualify one or more of the requirements that were passed with the test (IELTS tests results should be ok, right?). Any info and ideas regarding my case are more then welcome!

It's not only the language result.
See

and select the program you are in.
I.e Federal skilled worker.
There you will see a link to a check list
http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp
You will need a minimum of 67 point to be eligible.

Also did you enter the CLB level and not the IELTS once.

Below CLB level 7 is not eligible.
Your CLB equivalents are
S:10 L:7 W:8 and R:8

I know it's not just the language. I checked the whole check list and I qualify for everything. The IETLS test requirements were the thing that I wasn't sure but having CLB level 7 is something that I qualify so I should be good.
Going over the points I get more then 67 (Language: 16, Education: 23, Experience: 13, Age: 12, Arranged employment: 10, Adaptability: 5) so it should be good. But I wouldn't get "ineligible" response within 1 day....
The question besides why is this so is as well is how crucial is this attachment for BC PNP because if I don't get any answer from CIC and from BC PNP, I have no other choice then to submit the application without this attachment (if this is allowed).

I doubt bc pnp intentions to process the pending applications. They only seem to b interested in EE applications and might take one more year perhaps to clear the backlog of July 14 to Dec 14 applications.

Looks like you have enough points.
Just one thing I could think of is about Arranged employment
To be valid it has to be
