What makes you think this? Its a government office and like any government office in Canada they take their sweet time regardless of how many staff they have. Don't worry this is only the start, I'd get use to it

You have misunderstood the question.

To the OP, I think that the BC PNP only recognises companies that have a minimum staff level so that they are a) well established and b) not set up as an immigration facilitator (aka Fraud). See http://www.welcomebc.ca/Immigrate/About-the-BC-PNP/For-Employers/Eligible-Employers.aspx

You Can't unfortunately Buddie, there's no way around it. If your employer does not have enough full time staff then there not eligible to put you through the PNP.

You should start looking for another employer asap
