I made choices after I came to know about information from universities of those provinces through my Professors who achieved their Masters and PhD's from there. Networking and connection are the keys to succeed and be stable in foreign soil. as you could see that I am from IT and I'd choose anything to study on IT. I'm not gonna apply for a fulls scholarship as I'd get the chance to study in much less tuition fee having the PR status. I'm gonna apply soon after I reach there if everything goes well in the coming months.
I'd apply if I got the PR:
1. South Alberta Inst of Tech (popularly known as SAIT)
2. University of New Foundland ( good $$$$ for thesis)
There are more, You'll have to knock every doors.

I would recommend to get a Academic IELTS as then you are sure on the requirement criteria. If you intend to apply r8 away after you arrived at Canada, then you need Academic IELTS must. If you apply after 6-12 months then i think you can get away with your Canadian experience and the GT result (if it is valid till then). we are on the same boat, one thing to ask , should i complete Academic IELTS before landing ? as i found in many univ web that they require Aca IELTS, not GT for study+Scholarship. pls share ur views...
