Yes you have to declare what ever you are carrying with you. The above thread may be from 2013 but was my reference point in 2017 and am glad that I followed it with certain personal modifications.

You must declare any food and let CBSA decide if you can bring it in. Only from what I read through Google I see that barfi has a dairy content which can be problematic but leave to others to comment who are more familiar.

If you do not declare food and are found out there are of course fines and possible confiscation of the items. Regardless what anyone says here if in doubt declare it and let CBSA decide.

Yes but you will.have to declare the same. At the end it all boils down to priorities whether you would settle for a hot dal rice or a luxury like barfi. Believe me after a few days in Canada a home made dal rice seems like a luxury. My advice stick to basic rations as they maybe hard to come by and there is a restriction on how much luggage you can carry for free.
 
My family in Canada asked me to bring some personal props he can use as a magician in Canada. I planned to declare all but will it be a problem to cbsa if those items are not mine? im kind of afraid that it might be a problem since it is going to be my first time to land in Canada as pr. It's a bad idea to carry things for other people.
