Exactly...one who gained valid experience for CEC and applied for immigration has nothing to do with LMO...and yes it is for those whose permit is expiring and are not able to apply for CEC

That's my thoughts, too. Plus, LMO is becoming harder and harder to get. From my own experience I once got job offer from people who didn't wanna do LMO for me ::)

The only thing i can get from this change is
-New grads with fresh work permits will find it harder to get employed, as companies now have to show that they advertised the job first before giving it to a foreign grad. this will, therefore reduce the number of those that qualify for CEC (i guess their goal is to give canadians and PRs a first chance at jobs). If you have a 3 year work permit you stand a better chance than someone with just a year, as they most likely will not get the 1 year experience before the PGWP has expired
-For those who are working with a company and cannot get their 1 year experience before their PGWP runs out. Their company now has to readvertised the position and show that they couldnt find someone else to do the job.
So if you have applied for PR dont freak out! if you already have ur 1 year experience dont freak out! Even if you dont have ur 1 year experience but you will be getting it before your PGWP is expiring then dont freak out!!!
I dont see how this affects the LMO rules. it wasnt even mentioned. So in my opinion, it remains the same!

Not for "fresh" work permits. The PGWP is an open permit, and therefore does not even require an LMO, let alone proof that they advertised the job first.

I suppose it could harm graduates' job prospects, if employers were to take the long view that it will be more difficult to retain their foreign grads when their PGWPs expire.

LMO rules is precisely what was mentioned! It's about how easy it is to obtain an LMO for a candidate whose PGWP is expiring.

This was always true, but now it is really a lot more difficult for those with a 1 year permit. Perhaps there were so many coming to Canada for 1-year certificates as a route to immigration, that they felt that door needed to be closed.

Really? The rule change is the elimination of the advertising exemption to get an LMO. So it is now more difficult for those on a PGWP to get an LMO-approved TWP. This is NOT the same...
