23M. Single.

I've planned to leave Dubai and settle in Canada. I was in middle of WES evaluation process and I was wondering if my Bachelorette degree in commerce which is a Non-collegiate degree would make a difference? Will my these two degrees be considered as two bachelor's degrees?

Non-collegiate is nothing but:

not attached or affiliated to, or sponsored by, a university or college. Of a student: not belonging to a college; belonging to a body of students not attached to any particular college or hall. Of a university or church: not having a collegiate system
 
Where did you study your bachelor's degree?

How is it not affiliated with a university/college?

This is confusing, if it is not a college or university then how u obtain a degree?
 
You have to break down your qualifications and see who has awarded them individually.

If you studied a BCom at the University of Rajasthan, it means that your degree certificate should be from this institution and your qualification is awarded by it.

The CA is obviously awarded by the ICAI.

Who has awarded you the BCom? It must be the University of Rajasthan, or else you were studying the degree there and it was affiliated with another university.

But there is no such thing as a bachelor's degree which is unaffiliated with an institution.
