Lesley - are you reentering Canada (ie, have you lived abroad for over 1 year)? If so, then yes, you can file as a former resident. If not, the importer will have to be your spouse and s/he will have to complete the B4 and turn it in when landing.

Ok, I got it. By the way, are we suppose to declare the jewery too since we only have the rings we wear as our engagement. or we just only declare other jewerys we are not wearing them?

Declare everything, and for jewelry (even your engagement rings) take photos and attach them to your B4. If you are bringing some things in with you on your first trip and other items on subsequent trips, you'll need separate B4's/B4A's to distinguish goods that are following.

Glad you mentioned rings, I don't have any jewelry to import except my wedding ring and it's so much a part of me that I didn't think about adding it!

for clothing and personal effects, those are old things do we still have to write down how much they cost for each one or just approx total amount that we can remember?

Cell phones are also easy to forget to list (with serial number)

If they are for personal, non-commercial use and you have used and possessed them before returning (min 6 months if you are returning Canadian) they should be as long as you have lived outside for over a year and none is worth over $10k.

In a quck look, I didn't see them listed here as restricted or prohibited items http://cbsa.gc.ca/publications/pub/bsf5056-eng.html#s3x1 but double check

Yes. So if you've had something for many years and it's not in as good shape it would have depreciated. Conversely, if it has appreciated in value as a rare item you declare the current market value.

If you have them, bring them with you in case there's questions about the value being realistic. However, you would get to keep them.

If you want to speed things up, bring two copies of the B4/B4a forms and pictures so they don't have to photocopy it at the border. You will keep a stamped copy to prove you imported the items along with a receipt they will give you at customs.
