The payment can be made at a bank and you email Vienna a scan of the draft payment along with the statement. That's how my husband did it and there was no problem, we email them later and the VO confirmed that everything was received
Regarding the refugee claim documents:
The Immigration and Refugee Board keeps all the documents in all past claims so if he needs to submit it he can request it from the IRB. If he is not in Canada he needs to give authorization to someone in Canada to get them, this may take a month or two, I'm not sure.
In the meantime he can send the payment and statement of Arc and send other docs later
Thank you for your advice ! Yes we did stress that he was a minor in Canada and that was our main point, and how his circumstances have changed dramatically, to put it briefly
if he needs those documents I'm sure my mom can get them for him. I'll have to check the payment requirements again just to make sure

Hopefully you will hear something soon ! Yes it's a long nerve-racking process with CIC, I've been pretty patient throughout the process since I usually hear something back after 3 months max. It's hard to have patients when your dealing with something that has no timeline
I'm sure everything will be ok it's just very stressful. I'm glad I can find people who understand what I'm going through

I will send my documents to Vienna, if I have to send it anywhere else I'm sure they will let me know, thank you
