I completed biometrics today and these got updated in portal immediately and was able to create the tracker account as well now

I called ircc to know my vo but they told me my vo are same as before pvo is cio sydney and svo Ottawa. Is it common to have same vo as before after getting bil

Yes it's normal to have the same VO. I suppose VOs are assigned based of on the workload and the backlogs. Nothing unusal.
