How does the AOR look like? Does the Sponsor get the AOR email or the PA?
I am the Sponsor and I got an email from IRCC stating " This confirms that your application to Sponsor a Member of the Family Class has been received by Citizenship and Immigration Canada "

Can I apply for an open work permit with this email confirmation?

IRCC is being more weird. How did you get AIP before background check?
This is very interesting.

AIP is always before background check for spousal sponsorships
not really as "always".
At least from what I've read before. But IRCC may have changed it. Who knows.
AIP was usually right before COPR for inland before.

Ah I see. It's a good change, earlier the better. AIP allows people to get their health cards (at least in Ontario)

good to have provincial health coverage. Hopefully background check won't take long. It really varies from case to case.
