First assumption is they are doing comprehensive BG check on random files.
Another assumption - We landed in 2015 through legacy immigration system (pre Express Entry era), so am assuming their new EE system is not integrated with legacy systems and has manual steps and checks which take more time than automated systems for newer immigrants.
Maybe if we share some more info we can try to understand the pattern in our cases. Did you do your landing using Express Entry ?

I don't see why an attempt to understand common factor, if any, among applicants taking longer time than others is not a contributing factor.I really don't think this is going to contribute much to the discussion.
I think it's just a matter of which office is processing your file and file complexity based on whether you lived in other countries during your eligibility period.
