Recently came across some information which states that PNP applicants have to submit signed schedule 4, only then the application will be taken forward. Should I wait for ADR..or upload it upfront using a web form?

Schedule 4 is a declaration of your intent to reside in the nomination province. Wait until IRCC asks.
Its a myth. IRCC can ask for additional documents for various reasons. That does not mean the application will go off track.Thanks for your reply...one more thing..I have heard that once u get an ADR..ur application goes off track and then needs way more time than usual...how true u think is this?
