The representative never heared of the GCMS you can inquire. Once she looked up what the abbreviation stands for, she quickly told me it wasn't for me and there wasn't any reason to apply for it since it has nothing to do with immigration which I think she doesn't what she is talking about. My next question how much does it cost to require a GCMS note? We don't get any updates after we received the one email confirming the SA was approved and my file was sent to Sydney. Please help clarify the above.

Yes, you can order your GCMS notes yourself if you are a PR or Canadian Citizen. It will cost you $5 to get your notes.
You can order them from here: https://atip-aiprp.apps.gc.ca/atip/welcome.do
You also have to submit a consent form: http://www.cic.gc.ca/english/pdf/kits/forms/IMM5744E.pdf
For your consent form, make sure it is filled properly otherwise it will be returned back to you. Do the following:
Section A is filled by the principle applicant.
Section B is left blank.
Section C is filled by the sponsor.
DO NOT forget to sign the form.
Also, when you are ordering your notes,
1) for the type of the information you are requesting, select access to information and NOT the privacy act
2) also make sure, you choose the electronic notes of the immigration or citizenship officer
