They opened it and took the paper out with my husbands updated contact information, and didn't check the bottom of the envelope for the photos.
I'd say very. We sent new photos, the same day they were delivered received an email that the photos failed and to send new ones. We were on the way out the door when we received a second e-mail saying that first one was a mistake, to ignore it and that they had everything needed to issue our COPR.
