Dont worry you will receive your MR. I received my MR at 9 in the night. Looks like CIC slowed down little bit now a days.

I don't think you need to send any documents, but if you want you can send a scanned copy of your record of employment to
CPC-CTD-Ottawa @ cic.gc.ca [make sure you add your Name, DoB, UCI, AOR number (file number)]. To normally let them know you can send an email to above address. This address is used when there is a change in your application like getting married, having a child or changing address etc.

EI does not effect CEC applications, because you have worked and paid taxes already.
Thanks iamroth. I just received an email from them:

"I am writing you this letter to remind you that the Canadian experience class is prescribed as a class of persons who may become permanent residents on the basis of their experience in Canada and who intend to reside in a province other than the Province of Quebec. The onus is on you to demonstrate that you intend to reside in a province other than Quebec. If it is your intent to remain in Quebec, you are not eligible in the CEC category. If you intend to reside in Quebec we invite you to review the selection criteria for applicants destined to Quebec.

Before I make my final decision, you may submit additional information or documents relating to the above matter. You have until April 26, 2014 to submit additional information to our office at the address shown below. Please ensure that you quote the file number, indicated at the top of this letter on any information you submit. If you choose not to respond with additional information, a decision will be rendered based on the information available in your application."

How can I demonstrate that I want to live in other provinces? I am currently living in Quebec, but as I stated before I recently lost my job, and I have applied to other provinces but have not got any offer letter yet.

I would appreciate if anyone can shed some light on my dilemma!

If you submitted additional documents I think it takes cic about 2 weeks to review the document and send medical request. (Speaking from experience).
However, if you have not heard anything from CIC I suggest you email the Member of parliament in your local area; CIC usually responds to them between 2 to 4 days as opposed to 30 days if you do it yourself. Hope this helps.

If I were you, I would move to a different province right away and sign a 6 month to a one year lease. Then send CIC the proof of your lease agreement. From what i am seeing, they only want to know that your are going to reside outside the province of Quebec. You can move to a small town in Ontario, you might find affordable rent.

It is difficult to move right away as my current lease doesn't expire for another few months. Another difficulty is that I am expecting to get a job offer soon (from Ontario or BC), and I have to move again in that case. :(

I have evidence of (multiple) interviews from two companies outside of Quebec, but not a job offer yet (still in process). Does providing them with that info, as well as that I no longer work in Quebec suffice? Basically, I know that I am gonna move out of Quebec, but to which province, it depends on where I can get a job.

If sending a lease is crucial, another thing that comes to my mind is to sign a new lease for May 2014. Does it affect their decision if the lease starts in near future instead of right now?

Thanks everyone for helping
