EI does not effect CEC applications, because you have worked and paid taxes already.

"I am writing you this letter to remind you that the Canadian experience class is prescribed as a class of persons who may become permanent residents on the basis of their experience in Canada and who intend to reside in a province other than the Province of Quebec. The onus is on you to demonstrate that you intend to reside in a province other than Quebec. If it is your intent to remain in Quebec, you are not eligible in the CEC category. If you intend to reside in Quebec we invite you to review the selection criteria for applicants destined to Quebec.
Before I make my final decision, you may submit additional information or documents relating to the above matter. You have until April 26, 2014 to submit additional information to our office at the address shown below. Please ensure that you quote the file number, indicated at the top of this letter on any information you submit. If you choose not to respond with additional information, a decision will be rendered based on the information available in your application."
How can I demonstrate that I want to live in other provinces? I am currently living in Quebec, but as I stated before I recently lost my job, and I have applied to other provinces but have not got any offer letter yet.
I would appreciate if anyone can shed some light on my dilemma!
