CIC wants to make sure that you do intend on living in the nominating province because we all know that many will attempt to return to the big cities after abusing the poor provinces' need for immigrants. Some provinces (eg, NB) make you sign a binding agreement for a period of time where you CANNOT reside anywhere else in Canada.
You simply have to state why do you want to live there? ever visited the province? Education in the province? Relatives? Employment? Business? How will you settle socially? How will you settle economically?
It's really not a big deal but it does jump out at the Officer when you're nominated by a province and living in another (which is possible, of course). They need to be somewhat convinced of your genuine intention of living in the nominating province. Best of luck!
