You can certainly apply for the citizenship and leave if you want. Even on CIC website, there is no place saying that you cannot leave the country after applying. It only mentions the issues that might arise if you receive any communication from them by mail and if it would need timely response from you. Also check the rules for maintaining your PR status.

As for RQs, there is no guarantee you will not get one. Even people who never left the country can get an RQ. So, I wouldn't worry about it for now.

Unless your job offer is from the Canadian Armed Forces or a Canadian Embassy abroad, do not expect your application to be expedited by CIC to facilitate leaving Canada.

As Munchenxx says, there is no secret document that acts as a magical "no-RQ" talisman, repelling all challenges and securing fast, easy citizenship. It does not exist (at least at our level of curling/hockey/ice dancing skills). There are some "yes-RQ" talismans though, and a job offer from abroad is probably one of them.

Just follow the instructions! Do not look for a magic bullet. That thing that you think is the magic bullet might just shoot you in the foot.

PRs are allowed to move abroad, but CIC will likely slow down the processing of your citizenship application and try to run out the clock on your PR residence obligation (must not be out of Canada for more than 3 years in a 5 year period.) You need to have current PR status in order to become a citizen. Violation of PR Residence obligation results in proceeding to revoke PR status and denial of citizenship.

Finally, if you are even considering not presenting the truth to CIC or a judge, you absolutely need to be under the guidance of a reputable lawyer (not an immigration consultant!)

PLEASE and PLEASE.. stick to the documents they have requested. Some people who tried to be really smart and sent more documents have received an RQ.. So AGAIN, DO NOT ATTACH more than it is asked. And Attaching a Job Offer from Abroad will most likely trigger an RQ and will increase your processing time by up to 36 months.

You have been warned.
