It is perhaps worthwhile noting that the CIC guy in the video is not the only source stating that they will clear the backlog between September and October. If you take a look at the official processing times on the CIC website it states that applicants: "Between February 27, 2008 and June 25, 2010" will take 76 months to process. Funnily enough, 76 months from June 2010 is October 2016.

Without considering the changes to the system, you can expect CRS score requirement to be around 550 if they are inviting around 2000 applicants per draw. Of course there are many more unknown elements; the potential changes to CRS are just one. If OINP starts up again as is widely expected, for example, at least for a few draws into next year the requirement will likely go up considerably, likely above 600. It won't obviously be a long term thing as there are limits to the number of people that can be nominated through OINP, but for those whose current visa is expiring it could be quite a big deal!
So you are saying they will clear ALL the backlog within this year? I think we still have many application prior to 2008 which take 135 months to process, then 2010 to pre EE applications as well. Another thing to consider is the new quota for PNPs, last year BC PNP was asking for 9,000 ITAs, but they received only 5,500 due to the Syrian refugees. I wonder if IRCC will give extra quota for all the PNPs this year. This will, in turn, push the cut off score even higher.

Nobody really knows - it seems as if some backlog at least will be cleared which should help.

Of course, there are numerous variables which could affect the required CRS - the quota for PNP going up, any extra points given to those who have had their education in Canada, refugee and humanitarian quota; these changes could potentially push the required CRS score up. On the other hand, clearing a large part of any backlog, the possible decrease in CRS points given to people holding job offers or provincial nomination, a possible 2017 increase in economic migration quota or a decrease in humanitarian quota could push the score down. The only people who know are the ones working for CIC and I'd wager that not even many of them have the full details yet.

We can only speculate on what we know or have been told about. I can only take at face value the words of the guy in this video when he says that the backlog will be cleared. My suggestion, based upon the analysis I've put forth in my previous posts is that this change will bring CRS scores down but only to around the 450-460 mark likely. Of course subsequent changes will affect this, but we don't know what they will be until they've been announced formally.

During Newcomers Canada Fair in Edmonton CIC officials announced that in next couples of month the draws will be smaller in numbers and higher in score, but starting from September or later the round will count around 2000+ ITA's with the score likely to decrease.

You can find video on YouTube using words _Seminar "Express Entry: A new way of attracting Skilled Immigrants"_ published by A Portuguese in Canada.

Watch video from minutes 16:00 "Starting from Sep/Oct, there will be larger draws, 2000-2500 per draw"
Indeed great news, thanks for sharing this information, have seen full video, fingers crossed.
But, help me clear about a point, If I apply during November/December-2016, and have score around 450, what does that mean, the pool system works on FIFO (First in First out) based, means firstly old applications would be covered, or any body like me who applied in Nov/Dec, with same score, will also be receiving ITA?

Thanks in advance!

The point of EE is that it is not FIFO. There are no "old" applications in EE. If you have the required points, you will receive an ITA.
Thanks, I keep my fingers crossed and best wishes to everyone who applying.
Currently I am in process of ECA through WES, once done, will launch my online profile!
