Again being working inside canada alone doesn't mean that you are HRDC exempted you have to fall in one of the HRDC exempted

My PR application was rejected today by Sydney CIO office. Currently I am in Canada on a work permit. I obtained this work permit under IT Workers category, which doesn't require HRSDC job confirmation. After reviewing my application, they said that this work permit is not eligible under Arranged Employment category and they cannot process my application in absence of HRSDC confirmation.
As such I am planning to get the HRSDC letter now and am planning to reapply after that.

I had a letter from my employer saying they will hire me permanently upon receiving PR but not sure why they still rejected it. Anyway, I am starting (through my company) the process of getting the HRSDC confirmation.
