if i have a work permit and would like to apply in the future for CEC program.how can my job offer have a "positive labour market impact Assessment from employment and social devlopment canada"? as mentioned in the requirements.
so can i apply after 1 year for a valid job offer without lmia??

I'm not sure I really understand your question.
To earn the extra 600 CRS points, you must have an LMIA, even if you are currently eligible to work without one.

No, you still need to have an LMIA to qualify for the extra 600 points.

so in order to have lmia.i understand from you that i must change my open work permit to normal work permit with specific employment job offer and contract before i apply?is this correct?if this is correct so is it easy to do that?

no, that is not correct. There are 2 versions of the LMIA - one that costs $1000 and can be used for both PR and a work permit, and the "free" one that is used only to support the PR application. But your employer has to go through essentially the same process to get it.

And, even though you may be on an open work permit, the "valid job offer" means that you are essentially bound to that employer - if you change jobs or your employer withdraws the job offer, you lose the 600 point bonus and (most likely) your eligibility.
