How do I know I need an ARC? Is there any way I can request any agency in Canada to check on my status?
You need an ARC to return since you are a failed refugee claimant. All failed refugee claimants require ARCs regardless of whether they left voluntarily or not. Someone who did not leave voluntarily also needs to repay the cost of their flight - you won't need to do this.
Thanks, one more question - I changed m citizenship, and now I don't need visa to enter Canada, so do you think this might help me at the border without an ARC?
This is so confusing. How did you suddenly obtain a new citizenship? When did you apply for asylum? What is your purpose of your visit to Canada and what citizenship is your new citizenship? You can certainly be refused entry even if you arrive at the Canadian border given your history.
You need ARC no matter what.

As said above, if you are a failed refugee claimant - you need an ARC. There's nothing to check.
